SB 129, passed unanimously in June 2025, expands oversight of Pennsylvania’s state veterans’ homes by strengthening advisory councils, mandating annual legislative reports, and adding subject-matter experts and family representatives. According to PennLive, the bill, led by Senators Doug Mastriano and Lisa Baker, is intended to boost transparency and accountability in the state’s six veterans’ homes.

According to the Pennsylvania Department of Military and Veterans Affairs, the state’s six veterans’ homes serve over 1,100 residents, employ more than 2,000 staff members, and track nearly 100,000 annual volunteer hours. The department publishes annual care reports for each home and submits them to the General Assembly to ensure ongoing oversight.

A review by the U.S. Department of Veterans Affairs notes that Pennsylvania operates six state veterans’ homes with average per-diem resident costs of about $350 compared to a national average of $395 in urban facilities. This reflects modest cost differences but overall consistent care standards across state-run veterans’ homes.

Mastriano is a Republican state senator and retired Army colonel representing Pennsylvania’s 33rd District since 2019. As chair of the Senate Veterans Affairs Committee, he has prioritized veterans’ oversight legislation such as SB 129 while also focusing on conservative education and election reforms.
