Senator Doug Mastriano announced on July 16, 2025, that he and Senator Chris Gebhard have introduced a constitutional amendment to eliminate school property taxes in Pennsylvania. The proposed measure, Senate Bill 929, would take effect beginning July 1, 2029.
In his first post, Mastriano stated: “BREAKING: Senators Chris Gebhard (R‑48) and Doug Mastriano (R‑33) have introduced Senate Bill 929, a constitutional amendment to eliminate school property taxes in Pennsylvania. Starting July 1, 2029, school districts would no longer collect property taxes — giving voters” (July 16, 2025).
Later the same day, Mastriano addressed questions about the implementation timeline for the bill. He wrote: “I’ve seen that many of you are wondering why it will take until 2029 to pass Senate Bill 929, a constitutional amendment to eliminate school property taxes in Pennsylvania. Let’s explore this together — understanding the timeline is key to mobilizing our efforts for change. “ (July 16, 2025).
Also on July 16th, Mastriano shared an update about local healthcare facilities: “Yesterday, I had an opportunity to tour the WellSpan Waynesboro Hospital, where I witnessed impressive new improvements, first hand. The upgrades are testament to the hospital’s commitment to providing exceptional care.”
To amend the state constitution in Pennsylvania—such as eliminating school property taxes—a proposed amendment must be approved by two consecutive sessions of the General Assembly before going to voters for final approval via referendum.
