Judicial term limit bill progresses in Pennsylvania House

On December 14, 2021, the House Judiciary Committee moved forward with legislation aimed at setting term limits for state appellate court judges and justices. The bill, co-sponsored by Representative Dan Moul (R-Adams), proposes an amendment to the Pennsylvania Constitution.

House Bill 1880 seeks to restrict justices of the Pennsylvania Supreme Court to two terms or a total of 20 years in office. If passed, current justices exceeding this limit would be allowed to finish their present term.

The committee amended the bill to extend these limits to judges on the Commonwealth Court and Superior Court. Under this amendment, judges would also face a cap of two terms or 20 years on each court they serve.

For constitutional amendments like this one to take effect, they must pass in identical form during two consecutive legislative sessions before being presented to voters in a statewide referendum. "I look forward to putting this power in the hands of Pennsylvania voters," said Moul.
