Pennsylvania budget emphasizes debt reduction, education funding, and future savings

Rep. Dan Moul of the 91st District in Pennsylvania has expressed his support for the new state budget, which is now awaiting the governor's approval. According to Moul, this budget addresses current needs while planning for future financial stability by funding essential government functions, reducing debt, and saving for future challenges.

"We were fortunate to have a surplus this year," Moul stated. "It is enabling us to pay back over $2 billion in prior budget borrowing and to build the state’s Rainy Day Fund to a record $5 billion. The state’s Independent Fiscal Office is forecasting rough times ahead, so the savings in this budget can provide relief in future budgets and help avoid tax increases."

The budget aims to support vulnerable populations during high inflation by introducing a childcare tax credit for working families, increasing Property Tax Rent Rebates for seniors once, and allocating additional funds to the Low-Income Home Energy Assistance Program (LIHEAP).

Education funding sees a significant boost with an increase of $525 million in basic education funding to $7.08 billion. Schools within Moul's district received notable funding increases as part of this allocation. Statewide enhancements include an additional $60 million for early childhood education, $19 million more for Head Start programs, and $100 million each towards special education, school safety, and mental health initiatives.

Moul highlighted his satisfaction with specific allocations related to agriculture: "As chairman of the House Agriculture and Rural Affairs Committee, I am particularly happy that the budget contains funding to combat avian influenza and spotted lanternflies as well as support for our animal health and diagnostic labs and Penn State Extension."

Infrastructure also benefits from nearly $4 billion earmarked for road and bridge projects. Additionally, there are increased reimbursement rates for EMS providers and Medicaid services related to nursing care.

Senate Bill 1100 now awaits the governor's signature before it can be enacted.
