Franklin County 911 Dispatcher Receives ‘Stork Award’

County of Franklin issued the following announcement on Feb. 9.

The Franklin County Commissioners today joined the Emergency Health Services Federation (EHSF) in recognizing Franklin County Department of Emergency Services (DES) communications shift supervisor Jamal Licorish for his role in the birth of a new Franklin County resident.

Also known as a “stork award,” the EHSF Prehospital Delivery commendation is presented to a certified emergency medical service (EMS) provider who assisted in the delivery of a baby in the field. To be eligible for this award, EMS personnel must deliver a baby before arriving at a hospital and must have participated in assisting with patient care during the birth. 

At approximately 3:43 a.m. Oct. 21, Licorish answered a 911 call requesting an ambulance for a woman in active labor. Using various forms of training and protocol instructions, Licorish successfully instructed the caller through a prehospital delivery of a baby boy. Licorish was able to keep both the caller and the mother calm, ensure the child was breathing after delivery, and provide steps to keep the newborn and mother warm until EMS arrived on scene. 

Licorish has over 6 years of experience with DES, but the Oct. 21 prehospital delivery was his first. In addition to today’s EHSF commendation, Licorish was also named DES Telecommunicator of the Quarter for his role in the delivery.
