Senator Doug Mastriano has introduced a bill in Pennsylvania aimed at reinforcing the recognition of biological sex in state policies. The proposed legislation, known as the Two Gender Protection Act, seeks to mandate the use of "sex" rather than "gender" in official communications and ensure that state-issued identification documents reflect an individual's biological sex as determined at birth.
Mastriano stated, "Across our nation, we have witnessed ideologues denying the biological reality of sex who have sought to impose legal and socially coercive measures allowing men to self-identify as women. This access to intimate, single-sex spaces and activities designed for women – including bathrooms, locker rooms, domestic abuse shelters, workplace facilities, prisons and women’s sports – poses a significant threat to women’s safety and well-being."
The bill emphasizes that single-sex spaces should be based on biological sex rather than gender identity. It also aims to prevent public funds from being used for gender-transition healthcare.
"Women must feel secure in their rightful spaces. It is imperative that we 'follow the science,' which confirms that biological sex is determined by X and Y chromosomes," Mastriano said. He further explained that females typically have two X chromosomes while males have one X and one Y chromosome.
Additionally, Senate Bill 213 would permit state institutions and schools to offer gender-neutral facilities separate from single-sex areas. Mastriano commented on the importance of this distinction: "Language and policies that diminish the importance of biological sex have had a corrosive effect on the foundation of our societal systems."
The proposal has been submitted to the Senate State Government Committee for evaluation.
